Located in Charlotte, North Carolina, Julian R. Spratt Associates (JRSA) provides construction consulting services to Architects, Owners and Developers in the Southeast region.

JRSA provides the following Specification Services:

Specification Project Manuals for commercial, educational, institutional, residential and church facilities.

Owner Representation Services include the following:

  • Producing Architect and Contractor Requests for Proposals (RFPs).
  • Preliminary Design and Pre-Construction Reviews
  • Design and Specification review at completion of Architect’s Contract Documents.
  • Bid analysis.
  • Value engineering.
  • Owner representation at Owner, Architect and Contractor progress meetings throughout the construction phase and Project completion.

JRSA has written over 2,500 Project Manuals for Architectural firms over the last 36 years and has provided Owner Representation for many Owners and Developers. With 40 years of construction experience as a Contractor, Specification Consultant and Owner’s Representative in the construction industry, JRSA provide the service, experience and expertise necessary for a successful Project.

About Julian Spratt

Julian R. Spratt

Julian Spratt was born in Chattanooga, Tennessee and raised in Charlotte, North Carolina. He attended Myers Park High School and graduated from Guilford College in Greensboro, North Carolina. Julian began his construction career as an estimator at the Carowinds Theme Park 10 miles South of Charlotte in the early 70s. He subsequently worked for a local General Contractor as an estimator and project manager before becoming the Director of Specifications for a local Healthcare Architectural firm in Charlotte.

In 1977, Julian began his specification consulting firm and in 1987 established Julian R. Spratt Associates, Inc. (JRSA) providing specifications for Architectural firms primarily in Charlotte but later with firm throughout the Southeast.

Julian is a member of The Construction Specifier’s Institute (CSI) and is a Certified Construction Specifier (CCS). He has been a member of the local CSI chapter in Charlotte for 21 years and has received Accreditation of Merit for serving as Certification Co-Chairman and teaching classes for the Certified Document Technician (CDT) exam.

Julian is also a licensed General Contractor in the State of North Carolina with the Building Classification.
